New drivers have to show that they are competent to drive before being issued a driver’s license. States should continue to require a driving test when the license comes up for renewal, at any age.
When I was 16, I missed one question on the written driver’s test, and that was enough to deny me my license until I passed. The question I missed: Is holding a driver’s license a right or a privilege?
