A Milwaukee group seeking to ease congestion and pollution has given 75 bikes to students and faculty at the University of Wisconsin at Milwaukee, essentially for free. The Eastside Transportation Management Association was helped by a $5,000 federal grant to repair the donated bikes. The new owners pay a $20 refundable deposit.
