Why is it so difficult for drivers to understand the rule:

While driving when it’s dark or raining hard enough to need wipers, headlights should be on. Traveling on the Edens Expressway recently in the late afternoon on a dreary rainy day, we saw car after car without lights. Are these drivers crazy or just plain stupid?
