Major League Baseball’s steroid penalty program is a bigger joke than Dave Letterman or Jay Leno ever has in his monologue.

The Major League Baseball hierarchy and the players union should be totally embarrassed. For a sport that often seems obsessed with its image, the only image the owners and the players are projecting is one of better performance through chemistry and crime without punishment.
