The sad state of affairs in Haiti only goes to prove that despite the presence of 20,000 American troops to oversee the transition from dictatorship to democracy in 1994, the United States did not stay the course to finish the job and withdrew most of its troops and civilian personnel within six months. It takes a firm commitment to establish a strong and viable democracy in countries such as Haiti and, it is hoped, the United States and the international community will be much more patient in Afghanistan and Iraq where meaningful democratic institutions will not appear overnight without outside assistance.
