Your editorial asks rhetorically whether Franklin Roosevelt should have apologized after Pearl Harbor or Abraham Lincoln should have apologized after Ft. Sumter.

I suppose that if FDR declared war on Nigeria after Pearl Harbor, or Lincoln declared war on China after Ft. Sumter, the situations would be analogous to President Bush’s going to war with Iraq because Saudi and Egyptian nationals attacked the U.S. on Sept. 11, 2001.

And each would owe an apology.
