The Sept. 11 commission report appears to be an informed, insightful, courageous and bipartisan review of events surrounding the Sept. 11, 2001, attacks.

My disappointment lies in its lack of vision to guide us beyond the necessary reforms we must make in defensive measures, to a proactive plan dealing with the root cause of terrorism–widespread poverty in a world of plenty. What about a Marshall Plan to confront global poverty?
