A woman blew herself up outside a busy Moscow subway station Tuesday night, killing at least 10 people and wounding more than 50. A militant Muslim Web site published a statement later claiming responsibility for the bombing on behalf of the Islambouli Brigades, also claiming it caused twin jetliner crashes a week ago with suicide teams in retribution for the Chechnya war.

BUS BOMBINGS: Palestinian suicide bombers blew up two buses in Beersheeba, Israel, on Tuesday, killing 16 passengers and wounding more than 80 in an attack that ended a six-month lull in violence. The Hamas militant group claimed responsibility.

LOUT CRACKDOWN: British Prime Minister Tony Blair on Tuesday hailed the new anti-social behavior order, which has been used to ban thousands of people, some as young as 10, from associating with certain people or engaging in activities as varied as shouting, swearing, spray painting and walking down certain streets. Breaching an order is a crime, punishable by up to five years in prison.

WAR CRIME TRIAL: More than two years after his trial opened, Slobodan Milosevic launched his defense against war crimes charges Tuesday, insisting the Serbs he led with an iron fist were the victims instead of the aggressors in wars that tore apart Yugoslavia and destroyed millions of lives.

AFGHAN FIGHTING: Afghan officials say U.S. warplanes bombed an Afghan village Monday, killing five unarmed civilians. The U.S. military said the airstrikes countered an attack by militants and that it had killed more than a dozen rebels.

POWER SURGE: Hurricane Frances strengthened to a dangerous Category 4 on Tuesday, but only brushed Puerto Rico as its powerful vortex swirled offshore on a path toward the Bahamas and the U.S.
