When 78-year-old Connie Haller learned the government would buy her a motorized scooter, she gladly accepted. And so did her elderly friends. Now, Paintsville, Ky., a town of 4,000, is overrun with scooters. Officials aren’t sure how many folks have scooters, but Haller said she knows of at least 50.
