I have a simple solution to the whole medical malpractice/tort reform issue: Insurers should apply the same cost allocations to medical malpractice insurance premiums as they do for auto insurance premiums. Bad drivers (or doctors) pay more for insurance after each incident until they are uninsurable. Good drivers (or doctors) are rewarded with lower premiums. Good drivers (or doctors) do not pay extra to cover the bad drivers (or doctors).

It’s called “incentive.”
