There are a lot of parallels between the CTA and the equally troubled airline industry. Perhaps what is needed here is to look at the CTA’s obviously bloated workforce, renegotiate outdated labor contracts and come up with a budget that does not increase fares. The airlines are doing this to survive. The CTA should be no different.
