– All passenger cars and light trucks will be required to have lap/shoulder belts for rear center seating positions by the 2008 model year. The National Highway Traffic Safety Administration says the requirement should save 10 to 23 lives per year. NHTSA says 23 percent of cars and 51 percent of light trucks have lap belts for rear center seats. Manufacturers will have to install lap/shoulder belts on 60 percent of 2006 models, 80 percent of 2007 models and all 2008 models, including 12- and 15-passenger vans.
