The New Jersey Devils apparently believe the lockout won’t last forever. After more than six years of on-again, off-again negotiations, the Devils and Newark, N.J., officials signed an agreement Wednesday to build an 18,000-seat arena to be completed in time for the 2007-2008 NHL season.
