The National Highway Traffic Safety Administration has abandoned plans for a test in which only a portion of a vehicle’s front end strikes a barrier at speeds of 35 to 40 m.p.h. NHTSA says the so-called offset test could lead to production changes that might increase the incidence of leg injuries, because automakers would make the front ends of cars more rigid to pass the test.
