I have no problem with the concept of trying to prepare for the bird flu (though we are throwing a ton of money at it now because we waited so long). But to tie vaccine development to insulation of manufacturers from potential lawsuits is wrong. The potential for liability forces manufacturers to be careful. It is a “check” against recklessness that “balances” the system. Eliminating lawsuits eliminates accountability. This is as frightening a prospect as the bird flu.
