Vice President Dick Cheney has commented that the wiretaps would have prevented the attack on Sept. 11, 2001. Pardon me if I missed something, but didn’t the Sept. 11 commission find that we had all of the warning that we need that an attack was imminent, but we simply failed to heed it? In other words, our intelligence was adequate, but our decision-makers weren’t?
