New Mexico Gov. Bill Richardson has put medical marijuana legislation on the agenda. Proposed legislation would allow patients seriously ill with cancer, AIDS or other illnesses legal access to marijuana. Patients would be recommended by their doctors. Eleven states allow marijuana use for medicinal purposes.
