There is a downside to the smoking ban. As people are forced outside to smoke, so is the debris. A recent walk down Michigan Avenue presented sidewalks disgustingly littered with thousands of cigarette butts. Cigarette butts are garbage. Garbage belongs in a garbage can or an appropriate waste receptacle–not on the streets. This practice has been accepted for far too long.
