A major factor contributing to corrupt acts by public officials is an attitude that their position is to be used to help family, friends and business associates, rather than serve the best interests of the public. In my experience, this can be combated by a combination of detailed legislative rules on conflicts of interest and appropriate financial dealings, disclosure of financial transactions with specified related parties, an unshackled agency with responsibility for enforcement of ethics rules and an attentive and concerned electorate.
