The answer to the question “Can you teach a person ethics?” is yes.

A better question to ask would be: “When should a person be taught ethics?”

I believe that people should be taught ethics at a very young age. Children who grow up with ethical values and are raised by parents who practice ethics would likely not need to be trained on ethics later in life.

It would be a bit too late for businesses (or any other organization) to “train” people on ethics after the company has been fined or sued.

After all the main difference between ethical behavior and the law is that the former is voluntarily practiced, and the later is a requirement.
