A train whistle ban in Madison, Wis., effective October 2001, ended last week, superseded by a new federal rule. The Federal Railroad Association says whistles must sound at any intersection not protected by gates and flashing lights. The city could have kept a whistle ban in quiet zones by ugrading the crossings, but officials say budget constraints and other problems have delayed improvements. Two or three Wisconsin and Southern Railroad trains rumble through Madison each weeknight and they’ll be blowing their whistles.
