Since Bone Thugs-N-Harmony fell from the radar in the late 1990s, Cleveland hasn’t exactly been known as a hub for rap music. It is hard to see much changing with Ray Cash’s new album “C.O.D.,” but that might play to Cash’s greatest strengths–as Cash plays the unaligned little guy, swept up in universal street archetypes. His single “Bumpin’ My Music,” which features rap veteran Scarface, is dedicated to driving with a soundtrack, a song that could only be made in the Midwest: As Cash name-drops his favorite albums with no regard for geography, his anti-provincialism is refreshing. “C.O.D.” makes a good case for the music’s popularity beyond boundaries.
