In his letter R. Eden Martin blames the large number of unqualified teachers in Chicago on unions and bureaucracy. Chicago Public Schools teachers earn less, particularly in the later stages of their careers, than do teachers in many suburbs. Often this difference is substantial. Given a choice between earning more money in Highland Park or less money in Englewood, is it any wonder that teachers who have a choice opt for the former?
