The effort to boost first-day attendance led Chicago Public Schools chief Arne Duncan on a Sunday pilgrimage to seven city churches, where he exhorted parents to make sure their children are in school Sept. 4. Duncan said attendance on the first day of classes creates “momentum” to get the school year started off right. Left unsaid was the other reason first-day attendance is critical: It’s a key determinant of how much state funding the district receives.
