DRY CHILE: Chile declared a state of emergency Wednesday in 30 cities amid one of the worst droughts in 50 years. More than a quarter of its 345 municipalities have faced urgent water shortages in recent weeks.

NUCLEAR CONVICTION: Yevgeny Adamov, the former atomic energy minister whom Washington accused of stealing millions in U.S. government money earmarked for bolstering security at Russian nuclear plants, was sentenced Wednesday in Moscow to 5 1/2 years in prison.
