The cost of more than 400 calls to the Middle East and Asia made by a hacker who broke into a Homeland Security Department telephone system over the weekend. The hacker placed the calls on a Federal Emergency Management Agency voice-mail system in Emmitsburg on Saturday and Sunday, a FEMA spokesman said.
