Congress should consider delaying the Feb. 17 switch to digital TV because a flawed subsidy program may leave some households without equipment needed to receive broadcasts, the Consumers Union said Wednesday.

The plea came as the waiting list neared 1 million households at the federal program, which offers $40 coupons toward the cost of a digital converter box. After Feb. 17, analog TVs not connected to a cable or satellite service need to have digital tuners or use converter boxes.

Delaying the date “certainly warrants further discussion and may be a wise choice,” said a spokesman for U.S. Rep. Edward Markey.
