A yearlong review of evidence against men who are being held as terrorism suspects at the Guantanamo Bay detention center has concluded that most of them should be released or transferred to third countries.

The review concluded that “roughly” 50 of the detainees should be held indefinitely. Only 35 should face trial, either in civilian or military courts, the review concluded.

The National Security Council could revise the panel’s conclusions, an official told McClatchy/Tribune news on condition of anonymity because he was not authorized to speak publicly.
