I would like to suggest some rule changes that will affect Illinois’ future “lame duck” legislative sessions.
Only legislators that will return after the lame duck session are allowed to vote on bills. Bills must pass with at least a two-thirds majority, if not a three-fourths majority Finally, the bill must then be ratified by the new legislature. Yes, it may slow down the legislative process, but it will prevent the kind of shenanigans that this current legislature just pulled off. All legislators who vote for a bill must be held accountable for their votes; many who voted for this bill won’t have to answer for their actions. These changes will also remove the possibility of a quid pro quo arrangement for the outgoing legislators.
