Illinois abolished the death penalty and the murder rate in Chicago immediately dropped more than 7 percent. So much for the argument that we need the death penalty as a deterrent to murder. Clearly, any effort to reinstate the barbaric, expensive and mistake-prone practice of capital punishment should be soundly rejected.
