Fisher had been deciding whether to take the job in St. Louis or Miami.
Fisher sat out the 2011 season after the Titans fired him in January. He had been coach of the franchise for 16 full seasons.
He has a career record of 142-120 and led the Titans to at least 12 wins four times.
