In order to clear the snow from the streets so that motorists can enter and exit street parking more easily, the city of Chicago might try a program that would provide parking in local public school, city and parks parking lots overnight. Then cars parked on north and east sides of the street, for example, could be directed to those spots while plowing goes on from, say, 6 p.m. to 6 a.m. Then cars parked on south and west sides of streets could be directed to similar lots and plowing could go on from 6 a.m. to 6 p.m. Cars not complying could be ticketed or towed.

Street sweeping in the spring, summer and fall goes on all the time, and there seems to be a plan for this. A similar plan for snow removal would relieve stress for everyone. After a few years, everyone would know to count on this plan, and it would become part of our culture.
