The homeless and advocates for the homeless rallied for the “rights of homeless to keep tents, and accountability at CHA” through passage of the Keeping the Promise ordinance. They briefly blocked a stretch of southbound Lake Shore Drive on the North Side on Oct. 13, 2016, until police cleared the street and detained at least one person.
