I heard Mayor Rahm Emanuel explain on Thursday that his approach to the Department of Justice report will be to build on the efforts he has already begun to reform the Chicago Police Department. He said he didn’t wait for the report to begin that work.

The Department of Justice did not investigate his police department and did not ask him to approve supervision of it for years to come because of the great job he has done or the great results he has achieved. I think the mayor probably knows that he has done a miserable job, and everyone can see that the results have been tragic.

Chicago doesn’t need a mayor to sign consent decrees, while falsely claiming that his reforms were well underway. The city needs someone who can get in front of these terrible problems. Emanuel is not that guy. He is the guy who thinks “a crisis is a terrible thing to waste.”

That works a lot better when it doesn’t cost hundreds of young lives.
