In March 2016, Cubs chairman Tom Ricketts emailed Mayor Rahm Emanuel requesting a meeting to discuss security issues and development related to Wrigley Field. At the time, the Cubs and U.S. Rep. Mike Quigley had expressed concerns about security and had advocated for closing streets around the ballpark on game days, an idea the mayor opposed. Ricketts had not registered as a lobbyist.
