In July 2016, former 43rd Ward Alderman Bill Singer emailed Mayor Rahm Emanuel on behalf of United Airlines, sending a letter the company had addressed to Aviation Commissioner Ginger Evans. The Emanuel administration declined to release a copy of the attached letter, but mayoral spokesman Adam Collins said it centered on negotiations with the airline on adding gates and modernizing O’Hare International Airport.
