I read with amusement and sorrow the great article “Welcome to the dysfunction of state government” by Diana Sroka Rickert. It reminded me of the time in the late-’70s when I was sent by my employer to check on a property title. After finally reaching the correct department, I patiently waited at the counter to speak to one of the six ladies in the department. One was busy curling another one’s hair, three were in a group chatting, and finally, one acknowledged me and helped me. (I guess it was her turn to work.) At that time many considered the Richard J. Daley machine to be at fault for the abundance of non-working hangers-on. Only the names change.
