Early months of combined migrant, homeless shelters in Chicago see success, structural challenges
Nearly three years after buses of migrants began arriving in Chicago from the southern border, the city and state have merged emergency shelters created in response with the city’s preexisting options to house anyone, from anywhere, without a place to go. The early months of the “one system initiative” have brought some early successes, but long-term challenges remain.
