Eleven girls and young women have filed suit against the owner of an ice cream shop in Addison, accusing him of secretly taking videos of them while they were dressing, creating what their attorney called “a shop of horrors.”

The suit alleged that the shop owner forced the girls to change into uniforms in the bathroom at Flavor Frenzy, at 48 W. Lake St., where a camera hidden in an electrical outlet recorded them.

Steven Weisberg, 58, of Buffalo Grove, was indicted in September on 66 counts of child pornography, a Class X felony, and 32 counts of unauthorized video recording. He is being held without bond in DuPage County Jail.

Weisberg has pleaded not guilty, and court records show that investigators were seeking an additional unspecified warrant in the case.

The girls, who remained anonymous in the lawsuit, were aged 14 to 17, while the video recording took place from 2021 to 2025, lawyers alleged.

The girls had to wear a uniform of a shirt and tight black pants, and had to change their bras to match the color of the shirts, and Weisberg provided strapless bras for them to wear, attorney Antonio Romanucci said.

Weisberg also touched the girls without consent, called and texted outside of work to ask about personal matters, offered alcohol and THC gummies to employees, and told them to take an online “purity” test, Romanucci said, calling it “beyond disgusting.”

“He took advantage of vulnerable young teenaged, underaged girls,” Romanucci said. “We will do everything we can to get accountability from this individual who was a predator to these girls.”

The lawyers said they will also pursue legislation to mandate that any recording device warn people that it’s being activated with a tone or light, and that inspectors be equipped to scan for such devices.

Addison police investigated the case after receiving an anonymous complaint of suspicious activity.

Weisberg also has been accused of using another hidden camera in his home bathroom to secretly record a naked teenage girl, part of a pattern of sexually exploitive acts involving minors, according to a lawsuit filed in Cook County Circuit Court.

Any other victims may also come forward to join the suit, which was filed Wednesday in DuPage County court. The suit claims sexual harassment and a hostile work environment, and intentional infliction of emotional distress.
