If President Reagan wants to balance the federal budget and cut the deficit, why doesn`t he cut all government salaries and all other government checks by 15 percent?

My ”salary” was cut from $21 a month to $17.85. Surely our $75,000-a-year bureaucrats could survive a 15 percent salary cut.
