Japan trails the United States and Europe in telecommunications software, said a leader of the Japanese telecommunications industry. Sachio Senmoto, senior vice president at Daini Denden, blamed Japan`s rigid educational system, which he said fails to promote creativity. ”Software is a kind of art . . . not just making products and (assuring) higher reliability and the least defects,” he said.
