Two questions: Why do the media and Congress try to spread the erroneous idea that congressional spending is the President`s profligacy, and why does the public believe it?

The Constitution requires all money to be appropriated and spent as Congress stipulates and all taxes to be raised by Congress. No president can raise a penny, tax a penny or spend a penny except as provided by Congress. It happens that we have had a 50-year history of money-crazy Congresses, but that is not the fault of past presidents, or this one.

When Congress brings in $700 billion and sends out $900 billion, it can not pin the difference on President Reagan, much as it loves to hide its own responsibility. The media should lead the educational campaign to teach people how this happened.
