Consumers Power Co. of Jackson, Mich., said it asked Dow Chemical Co. and Fluor Daniel, a Chicago-based unit of Fluor Corp., to submit bids to convert its idled nuclear power project at Midland, Mich., to a natural gas, combined- cycle power plant. A contractor will be selected in March, the utility said.
