The alderman in each of the 50 wards is elected in a nonpartisan election in conjunction with the mayoral primary and general election, which is partisan.
This apparently is the root of council problems with this as well as past mayors.
If the aldermanic elections were held in the middle of the mayoral term, it would tend to alleviate the problem of an alderman having to commit himself or herself to campaign for the mayor.
And, the mayor would be hesitant to campaign for any alderman. Overall, the council vote, which is a majority vote of the people represented by the aldermen, would prevail and could prevent another ”rubber stamp council.”
Why should an alderman be forced into supporting a mayor ”right or wrong” in order to receive the necessary city services for his constituents?
