Steve Guttenberg and Terri Garr were no-shows at Monday`s New York premiere of ”The Fourth Protocol,” and Carol Lynley showed but most people couldn`t remember who she was. ”Protocol” star Michael Caine was there, as was author Frederick Forsyth-with a dazzling Faye Dunaway on his arm. Caine stayed at the screening until the lights went down-then ducked out. Grace Jones, in a daring black hooded number that revealed her manly chest, arrived fashionably late (in a silver limousine with Cheryl Tiegs` ex, Peter Beard)

but just in time to take the seat Caine had just vacated. At the post-premiere party at the trendy Water Club, a yacht docked in the East River, Jackie Mason was asked if he wanted to stop in the press room. ”Duh press room?” Mason asked. ”Yes, sir,” deadpanned the publicist. ”Your suit looks like it could use a good pressing.” There now, wasn`t that a special way to start your day? A COUPLE OF COUPLES . . .

– Karl Wellner, the guy who thought he`d died and gone to heaven two years ago when he went to pick up his blind date and had Deborah Norville answer the door, will become the former Chicagoan`s husband in December. Norville, now host of NBC-TV`s ”Morning News,” and the New York businessman (who`s also pretty easy on the eyes, thank you very much) just became engaged.

– Mr. Personality: Hey, what a gosh darn special guy that Alan Hamel is, huh? The manager-husband of Suzanne Somers, who oughta be really grateful for the way her career has taken off under his expert guidance, snake-charmed just about everybody he patronized when he trooped the missus through Chicago Monday to hype ”She`s the Sheriff,” her new NBC-TV series. Typical of Hamel`s insightful and classy persona was his response to WGN Radio`s Wally Phillips, who asked what Hamel found so special about his wife. Smirked Hamel: ”Her body.” Eeeuulchh.

LATE SHOW/MORNING SHOW . . .

Response was so positive to Jonathon Brandmeier`s recent one-night stint as host of Fox TV`s ”The Late Show” that the WLUP-FM deejay will be returning as host all next week. He`d planned to be vacationing in Los Angeles anyway, following his Saturday night concert at Alpine Valley. First on his guest lineup: Robin Leach; we don`t know why. . . . Bad timing, Part 63:

During a Monday morning local cut-in to the CBS ”Morning Show,” WBBM-TV`s Susan Wallace reported that a contamination threat had forced Osco stores to remove Advil from their shelves. The network show returned with the announcement: ”This portion of the `Morning Show` is being brought to you by Advil.”

MUSIC NOTES . . .

Tickets go on sale Saturday for David Bowie`s Sept. 11 concert at Milwaukee`s Marcus Amphitheater. . . . The rock group Boston, which played five sold-out shows earlier this month at Alpine Valley, was so pleased that a record-breaking 35,000 fans braved the pouring rain at their Aug. 8 show that they donated $10,000 each to the Greater Chicago Food Depository and to the Milwaukee Hunger Task Force. A two-foot square brass plaque commemorating the attendance record and the contributions is about to be installed on the front gate at Alpine. . . . Tickets go on sale Friday for Anita Baker`s Nov. 27-29 shows at Holiday Star Theatre, and for Los Lobos` Oct. 15 show at the Riviera. . . . ”The Supremes Featuring Mary Wilson” (formerly of The Supremes and author of ”Dreamgirl”) have been signed for a week-long stint beginning Sept. 29 at George`s.

THE LAST DANCE . . .

”Dirty Dancing” is Cynthia Rhodes` most recent dancing movie (the others were ”Stayin` Alive” and ”Flashdance”), but it`s also her last. She hopes. ”I`m 30, and that`s old for a dancer . . . my knees are cracking!”

Besides, she`s about ready to focus on her second career-singing-with more than a little help from her boyfriend, composer-singer Richard (”Don`t Mean Nothin` ”) Marx. Rhodes, who had a top 20 hit with her ”Never Gonna Give You Up” duet with Frank Stallone from ”Stayin` Alive,” has signed an album deal with Polygram-she`s working on the lyrics, Marx is handling the music. Rhodes, who has been Marx`s main squeeze for almost three years, tosses out

”jailbait” jokes about the difference in their ages (he`s 23) and his good looks. ”It was great-we get out of the limo at the premiere of my movie, and everybody is screaming `Richard! Richard!` Finally he had to say, `Uh, my girlfriend is in this movie, okay?”

HOUSE HUNT . . .

Somebody might want to get a corridor stretcher before next Monday`s sale of tax-delinquent properties, scheduled to be held in a second floor corridor of the County Building. More than 1,000 interested buyers already have registered to participate in the first-in-four-years sale of a record 40,000 parcels of tax-delinquent properties-and registrations will be accepted right up to the day of the sale.

INC. sources report that Lorne Greene`s illness is much more serious than the ”perforated ulcer” being reported. . . . Wednesday birthday: Geraldine Ferraro, 52. . . . Del Close is holding off on casting ”Ron Giovanni,” which he`s directing at New York`s Lincoln Center, until after the Improv Olympics 6th annual final competition, which begins Wednesday at CrossCurrents, 3206 N. Wilton Ave.
