Kemper Group said it plans to set up a nonprofit mutual insurance company in Massachusetts in 1988 to write auto and some homeowner insurance. Kemper will spend $100 million to set up the company, which will operate
independently of Kemper Group. Kemper plans to withdraw from the Massachusetts auto market, transferring its business to the new company.
