Willy De Clercq, external relations commissioner for the European Common Market, said he would conduct talks Dec. 11 to try to settle a long-simmering dispute over the Airbus program. The United States has long complained that the Airbus receives unfair government subsidies, allowing sales of the aircraft at cut-rate prices. Airbus competes with Boeing Co. and McDonnell Douglas Corp. in the market for large passenger aircraft.
