McCall Publishing Co. agreed to pay $400,000 in civil penalties to settle Federal Trade Commission charges that it illegally billed customers for magazine subscriptions they didn`t expressly order. The charges stemmed from a sweepstakes promotion. McCall did not admit any violation of law in agreeing to the settlement.
