Wayne Angell, Federal Reserve Board governor, said a U.S. recession could cause a further widening of the federal budget deficit and ”would create more difficulties than lessening them.” In a speech to the American Paper Institute in New York, Angell also said the dollar has fallen far enough and any further drop would be ”very undesirable and counterproductive.”
