The Chicago Board of Education on Monday submitted its $2 billion budget for 1988-89 to the School Finance Authority, said Ken Masson, a spokesman for the board. The authority has 30 days to review the budget, Masson said. Board members approved the budget last Friday after cutting 143 jobs to balance the budget and provide an additional $5 million for reform programs.
